Abstract: 

The Gooyom floodwater spreading Project which covers 550 ha, was carried out on the premise to a decrease in the floodwater would increase the yield of the spreaders planted to wheat. The Project consists of a gabion step weir which diverts the Gooyom river flow through two conveyance-spreader-channels. The level-silled-channels which are downstream of the conveyance-spreaderchannels regulate the flow and facilitate better water distribution. Flood coverage, the qualitative intensity of erosion and its expanse, sedimentation, infilterability and the soil water content to a depth of 80 cm were all determined. The mean flow from the conveyance-spreader channel was 6.9 ls-1m-1; the highest flood coverage was 90%. Erosion was negligible where the fields were cultivated on the contour; otherwise, in the case of upstream riverbank breaching, it was relatively high. Sediment thickness ranged from 2-35 mm according to the position of measurement relative to the water spreaders. Infiltrability for the control and flooded areas ranged between 32.1-59.9 and 17.6-55.3 mm hr-1, respectively. The soil water contents to a depth of 80 cm and 26 days following a flood, were 9.0-12.1 and 11.2-17.0 percent for the control and flooded areas, respectively. It is concluded that the Gooyom floodwater spreading Project, if properly maintained, is capable of controlling floods.

Abstract: 

There are several critical measures in the Project Performance Evaluation such as time, cost, and quality. In this paper, a new method for Project Performance Evaluation is presented by combining the Project Golden Triangle and the methods in decision science. At first, strategies and measures are introduced for the perspectives of the Balanced Scorecard (BSC) method according to their effect on time, cost, and quality. Next, the Analytic Hierarchy Process (AHP) method is used to weigh the measures by the judgments of experts after integrating AHP and BSC. Then, the weights of the five Project phases — from the initiation to the closure — are calculated by the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Our proposed TOPSIS is not only able to involve the judgments of experts, but also, in combination with AHP, can provide a comprehensive Performance Evaluation method for a Project. Finally, using the judgments of experts of a real Project-based organization, computational results show that financial measures are more important than other measures and the planning phase is the most important phase of the Project. By the proposed method, a Project-based organization can evaluate its Performance and determine its competitiveness.

Abstract: 

Over the years, since the beginning of the national and infrastructural Project of Development and Renovation of Paddy Fields of Iranian Northern provinces, it has been essential to evaluate water distribution and delivery Performance of the Project to get its feedback in the pursuit of the desired goals. However, the results of the Evaluation of a system can reliable when they are based on quantitative indicators, not on personal opinions and empirical judgment. So, in this study, Total Error (TE) of Performance of water delivery system, a statistical indicator, and its component including adequacy, water management capability and equity errors were calculated and compared for two concrete and earthen irrigation canals. This analysis was done based on calculating water demand and measuring the volume of delivered water between outlets during the irrigation season in the paddy fields of Esmaelkola of Joybar city, in 2015. According to the results, although the concrete channel (0. 28) had less error than the earthen channel (0. 43) and in the concrete channel, as compared to the earthen channel, the share of the components of adequacy and water management capability from the total error was dropped from 47% to less than 10%, but the error in the water delivery of the concrete channel was still high due to the error in the equity of distribution, whose value was 0. 25 (90% of the total error). Therefore, in order to reduce the Performance error, after channel lining, it would be necessary to make fundamental changes in the intake and flow control structure in addition to the training of irrigators regarding water delivery based on water demand.

Abstract: 

In the variable situations of today's Projects, Project managers need comprehensive and structured information for making decisions in the areas of Project management. One of the most effective strategies employed in recent civil Projects is use of the concept of Project Management Dashboard. Project Management Dashboard is a set of key Performance indicators of the Project that improves integration process and exhibits information required for Project manager. The purpose of this article is to collect the whole set of information indicators for Project management dashboard framework, so that the selected indicators can have the ability to display all aspects of Project Performance.For this purpose, after studying various information indicators suggested in the literature, 60 important indicators of Performance Evaluation in Projects have been collected and classified. Then, in a field study, applied indicators in contracting systems of some large-scale Projects in the construction industry have been identified and added to previous studies. Based on observational studies and objective observations conducted in this area, a questionnaire was designed based on the Likert scale and given to a group of managers and construction Project management professionals. In this questionnaire, the sampled people, who have studied, prioritize 60 indicators in 10 fields of Project Management (based on PMBOK2012). The data obtained from the questionnaires using Friedman prioritized test are analyzed.The findings of this research offer a list of the most commonly used indicators in the 10 management fields of construction industry Projects, such as Time Management, Cost Management, Quality Management, Procurement Management, Safety Management, Claim Management and Environmental management, based on international studies and terms of internal Projects. Project Management Dashboard that is designed using these indicators enables contractor Project managers to identify and manage the most important issues which influence the Performance of the Project.

Abstract: 

One of the most important issues in strategic management is enhancing employees’ motivation to contribute in the implementation of strategies; because they usually do not pay necessary attention to strategies. Accordingly, it is required to consider and calculate their roles in implementing strategies. In terms of employees’ role in the organization, they have managerial (goal setter) and/or non-managerial (non-goal setter) role. We are looking for a strategic Performance measurement method to involve both roles. Since there was not a pervasive method in the literature to cover both roles properly, this research introduces a method that measures and calculates the strategic Performance of employees based on two main parts: Project effectiveness (for managerial roles) and Project efficiency (for non-managerial roles). This method tested on a sample of employees in Hormozgan Cement Company. Results show a significant difference between employees who participated and those who did not participate in implementation of strategies in their Performance value. Achieved values are tangible and traceable; therefore, employees can have a proper sense and reaction to outputs of this method.

Abstract: 

The major aim of this research is benchmarking Honeywell Federal Manufacturing &Technologies Projects using Data Envelopment Analysis (DEA) technique and to compare the results with that of published recently in Qing Cao, James J. Hoffman Qing Cao, James J. Hoffman. (2011). A case study approach for developing a Project Performance Evaluation system. International Journal of Project Management, Vol. 29, 155–164]. Data for 20 Projects at Honeywell Federal Manufacturing & Technologies used to conduct the analysis of relative efficiency. My findings indicate that (1) the efficiency of Honeywell Federal Manufacturing & Technologies reported in Qing Cao, James J. Hoffman (2011) is incorrect, hence, readers should take extra caution of using such results, (2) the corrected efficiency scores suggest that there is potential for significant improvements in Honeywell Federal Manufacturing &Technologies.

Abstract: 

This study adopts an integrated Performance measurement and prediction model based on a combination of earned value management approach and the learning curve theory under risk condition. The present research to be presented has two main parts: One that concerns the Project Performance measurement and a second that focuses on forecasting Performance indicators in terms of time and cost of the Project subject to the errors and risks. The contributions of the present study are threefold. First، this study extends to the traditional Performance measurement models، which focuses only on forecasting time at completion، by extending the Performance measurement domain to analyse both time and cost. Second، the learning curve models are explicitly used as a basis to assess the nonlinear effect of learning on the Performance. Novel risk Performance metrics are proposed and adopted for knowledge-based Projects. Third، compared with classic deterministic and static Performance measurement models، the proposed Performance assessment analysis utilizes the Kalman-filter to predict the final time and cost Performance accurately by taking into account the probabilistic risk factors and the errors in the Performance forecasting procedures. The validity of the integrated Performance measurement model is justified based on a case study. The computational results demonstrate that the developed Performance measurement framework affords more accurate forecasts for the future Performance compared with the traditional deterministic earned value methodology. The integrated Performance measurement model developed in this study affords probabilistic prediction bounds and generated low errors than those achieved in classic EVM.

Abstract: 

Undoubtedly banks in our economy like other countries considered as one of the most important go between financial institutions that assist governments in its accomplishment of the strategies and policies. In the economy classification, these financial institutions considered as service sector which have direct relation with manpower and customers, in other word, customer and manpower whether in the form of receiving or giving services are the crucial factors for the survival of an institution, thus improving the system of providing services from the banks can help the banks to gain many advantages in today's competitive environment , through the reducing the expenses and attracting the satisfaction of customers. The plan “staff – cashier” is one of the Project that is planned to honor and attract the satisfaction of customers, so removing Its short falls, We can pave the way towards customer orientation and bring about a successful banking system, with the help of techniques and queuing system. In this research the writer with the help of tries to assess the functions of “staff – cashier” system considering different parameters and measures such as time, density of customer and productivity and compares it to the previous system. to this end, a brief theoretical and methodological introductory has been provided and by virtue of theoretical basis some actions have been taken towards the process of data , by applying statistical techniques and models in the queuing theory and after matching information and data, we can analyses the “staff cashier” system.
